1 Brethren, my heart's desire and prayer to God for Israel is, that they might be saved.

Paul has been teaching salvation by grace through faith and now he prays all the more for God to bring his countrymen into the fold.

We need to pray for the salvation of others! Pray for years and years if necessary.

The evidence that the Spirit is moving, is for a person to be saved as a result of God placing into your life and heart, a prayer for the salvation of that person.

Praying for the salvation of a person is the greatest of all prayers that can be prayed.

2 For I bear them record that they have a zeal of God, but not according to knowledge.

3 For they being ignorant of God's righteousness, and going about to establish their own righteousness, have not submitted themselves unto the righteousness of God.

Like Paul himself before he came to know Christ, the Jews had an enthusiasm for the things of God but without a knowledge of the truth.

They were ignorant of the righteousness of God that it is by faith that we are saved.

They would rather strive to obtain righteousness according to their own rules than submit to the righteousness of God.

4 For Christ is the end of the law for righteousness to every one that believeth.

Christ completely fulfilled the Law, the law is now fulfilled in Him. (Math. 5: 17)

So making a way for all to come into a right relationship with God through Him.

The purpose of the Law was to lead men to Christ (Gal. 3: 24).

5 For Moses describeth the righteousness which is of the law, That the man which doeth those things shall live by them.

The man who is able to live by the law, that is, he is able to perfectly keep all these precepts in every point, he alone may claim life by them.

But this way of justification is impossible to anyone who has ever transgressed any one law in any point. (Lev 18:5)

6 But the righteousness which is of faith speaketh on this wise, Say not in thine heart, Who shall ascend into heaven? (that is, to bring Christ down from above:)

The righteousness that is of faith and given by God (Eph. 2: 8) says that Christ does not have to be brought down from heaven again because He has already come.

7 Or, Who shall descend into the deep? (that is, to bring up Christ again from the dead.)

It does not say that He has to be brought up from the grave, that is, back to life (Deut. 30: 12-13), because He has already rose from the dead and lives forever more.

8 But what saith it? The word is nigh thee, even in thy mouth, and in thy heart: that is, the word of faith, which we preach;

The Word of God declares that the Word, which is the message of salvation, has come through Christ to everybody (Deut. 30.: 14, Tit. 2: 11). This is the Word of faith which Paul and his companions preach.

9 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.

How then are we saved, how do we receive God's righteousness (right standing with God), how do we stand in the blessing of God?

It is to believe upon the Lord Jesus Christ, except Him as your Saviour.

Confess Him as Lord with your mouth, that is openly before people. (The sower sows the word of God (Mar 4:14))

Believe in your heart that God has raised Him from the dead. (sown in good ground (Mark 4:20))

We receive salvation and eternal life through faith in Jesus Christ. (it brings fruit 100 fold into eternal life, (Mark 4:20))

10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.

The heart here is the mind, will and emotions, believing to be made right with God (righteousness).

God by the Holy Spirit recreates the human spirit which is 'born again'. (Joh 3-3, 1 Cor 3:6, Mark 4:26-28))

We confess (sow the seed according to the word of God, (Mar 4:14)) and God gives the increase. (Mark 4:26-28)

11 For the scripture saith, Whosoever believeth on him shall not be ashamed.

The scriptures declare that whoever believes on Christ will not be disappointed (Ps. 34: 22, Is 28:16, 49:23, Jer. 17:7).

12 For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him.

To all who come to God, Jew and non Jews, it is the will of God, that all (whomever, (John 3:16)) should call upon him and believe shall have everlasting life.

For God so greatly loved and dearly prized the world that He [even] gave up His only begotten (unique) Son, so that whoever believes in (trusts in, clings to, relies on) Him shall not perish (come to destruction, be lost) but have eternal (everlasting) life. (John 3:16)

13 For whosoever shall call upon the name of the Lord shall be saved.

God's will and His desire is that all should be saved. (Joel 2:32, 1 Tim. 2:3-4, 2 Pet. 3: 9))

14 How then shall they call on him in whom they have not believed? and how shall they believe in him of whom they have not heard? and how shall they hear without a preacher?

Calling means submission to God's will. But how can anyone call on God if they do not believe on Him and how can they believe if they have never heard of Him and had the word of God made available?

They have to be told by those who already have heard and believed.

No one can respond to a message they have never heard.

15 And how shall they preach, except they be sent? as it is written, How beautiful are the feet of them that preach the gospel of peace, and bring glad tidings of good things!

How is anyone going to tell them, unless someone is sent to do it? Before you trust, you have to listen.

But unless Christ's Word is preached, theres nothing to listen to. (Rom 10:15 mess, Is 52: 7)

16 But they have not all obeyed the gospel. For Esaias saith, Lord, who hath believed our report?

Not everybody who hears the Gospel message responds to it and accepts Jesus Christ as Saviour. (Isaiah 53:1)

17 So then faith cometh by hearing, and hearing by the word of God.

The word of God can be heard with the natural ear, but the spiritual ear (Rev 2:29) hears what the Holy Spirit is saying bringing the revealed word of God, (revealed by the Holy spirit from the born again believers spirit (Matt 16:16, Rev 2:29, Matt 11:15))

Faith is carried from the believers spirit to the soul as understanding, because God's Word is His faith, the faith of Christ.

People cannot be born again through human faith. They have to use God's supernatural faith to receive God's supernatural gift of salvation.

18 But I say, Have they not heard? Yes verily, their sound went into all the earth, and their words unto the ends of the world.

19 But I say, Did not Israel know? First Moses saith, I will provoke you to jealousy by them that are no people, and by a foolish nation I will anger you.

20 But Esaias is very bold, and saith, I was found of them that sought me not; I was made manifest unto them that asked not after me.

21 But to Israel he saith, All day long I have stretched forth my hands unto a disobedient and gainsaying people.

God is still holding out his hands to all people, wanting to draw them to Himself.

He is not only patient, but full of loving kindness. He holds out his hands toward those who resist Him, with wide open arms, all day long he is waiting to draw them back. (Is 53: 3, John 1: 11)
